CCS License Fees

Are CCS licenses pro-rated over the year, or good for one calendar year from the time of purchase (like WERA licenses)? If they are pro-rated, how much will one cost this weekend? My brother, a current RPM racer and your typical dirt-poor student, would like to race this weekend at MSR but doesn't know if he can afford the fees.
