So everything just points to a bad battery. No big amp draw and all the components to charging system are in spec.

Ok Cody, so after deciding to use BOTH probe of the meter I got a reading. ( i told you I was electrically stupid :P) The meter reads a high amp out-put while the FI cycles then drops to about .6 mA....

Yeah I'm fairly sure there is a problem in the system. I don't know exactly how often I have had to change the battery but it feels too often.
