It's just standard practice for anyone publishing copyrighted PDF content online.
Whenever producing copyrighted stuff for public(-ation) by the club (online RB, online forms, etc) I've provided "secured PDF" documents for as long as I've done that task (been a awhile now). I honestly don't recall if those things were unsecured in the years before I started the job.
Walter and Nancy have the password to 'unsecure' any document I generate for the club .... it's certainly their (and the Bod's) prerogative to allow publication of unsecured documents if they choose.
