I see that the Harley XR1200 is allowed in Formula 3, does that mean that a Buell XB12 will be allowed as well, seeing as it virtually the same engine (pushrod, air-cooled, 1203cc, twin cylinder)

Same motor, two completely different bikes.
Depends on the year models. Some of the Buells had a lighter flywheel, different cases, reversed cams, different crankshaft. I believe the 04 and later Sportsters had a top end which was the same as the Buell. The tube frame Buells were very close to the Sportster motor with the difference being the heads.
The XR1200 motor is VERY similar to the XB motors. If anything, the XR1200 has an advantage because it has oil cooling ports in the cylinder and heads, much like water jackets on a liquid cool bike, which XB's do not have. XR1200's use the same set-up/type of oil pump, read valve set up in the crankcase (to relieve pressure under the piston on the down stroke of the pistons), lightened flywheel, almost identical profile cams, oil cooler, fuel injection, ect. ect. The only advantage the XB engine has, is a downdraft throttle body. Now as far as chassis is concerned, yes, the Buell is far superior. So, going back to my original question, Will the Buell XB be allowed in Formula 3?
The buell has 20+hp more and 100+lbs less weight than the xr1200

The XB9 is allowed, for sure.
I'm not sure if Walter ever ruled on the XB12...
