From my seat, 1.5 years ago, it was not.

why would a prov nov, someone who has paid the license fee, not be a member in good standing? prov nov is a skill classification not a member status.
Just asking Michael hence the question mark. I thought you had to be a novice card carrying to vote on anything but can't remember the context hence the question mark.

By-laws state that Prov Novs are full racing members. There are two types of members Associate - pay your fee but can't race and Racing - Which should be obvious and specifically covers Prov-Nov, Novice & Expert. Each member, of both types, gets 1 vote on anything the members get to vote on.
If anyone likes geeking out over reading stuff like that:

Once Peyton did not win the election, the lawsuit was inevitable. Everything between that and the filing of the papers was foreplay. Could it have been handled better/different? Sure. Armchair quarterbacking is always easier. We still would have ended up in the same position.
I don't think so, it looked like a chess move, but in reality he never went through the proper procedure to get what he said he wanted, he made a lot of noise and waved his hands around, but for someone who knows legal procedure and our bylaws, he flat out knew they couldn't give what he said he wanted, but his ranting and raving got a whole slew of people crying foul, and it gave him what appeared to be a justified lawsuit...but it was simply a very crafty move by a Lawyer with a plan. At least that's what I've said from the outset, feel free to disagree.

I respectfully ask that my name be removed from this petition. While I know the reasons for Linz firing, who's behind it, feel it was handled poorly and is nothing but internal politics. I think the two are unrelated, and don't support the recall. I would support a petition for Linz reinstatement, but it appears we are long past that.
