probably for blisters
Coincidentally, I had my first physical therapy session this morning now that the pin from my finger was removed (just in time for Oct 26 race weekend), and I showed the PT the motogp picture. He said, "that's for protecting the A1/A2 flexor pulleys". He said the finger is like a fishing pole and instead of rings we have sheaths which can break during intense gripping force causing a "bowstring" injury. He said the tape is common with rock climbers and football players but he recognized it in Dani's picture too, specially the thumb.

When I saw it, it reminded me of these.

I would get blisters at the base of my fingers and these would help prevent that.
It could be what you are describing though.
Jason C I have an alpinestars tech-air and I low sided at CW MSRC in rattle snack the last right before the left on to the straight to big ben. My tech-air says it went off and the data says it did but I wasn't sure but not sure if I was just rattled and didn't realize it went off. I was not hurt.
