Just a question, but if people bring street legal bikes to track days and are instructed does this still apply? Or did I miss something else in the rules?

Exactly. I have never seen a bike at a track day that is street legal. The bike may have stock bodywork but it does not have properly working blinkers, head light, tail light or brake light.
You just never noticed them, Ty! LOL.. When I was instructing, I followed plenty of bikes with working lights. Annoyingly, by the way. Hell, I probably did it as a track noob in my beginning days. Haha..

At RideSmart and LSTD at least, this is not an issue because all L1 and L2 instructors are now state certified. Our L3 product is clearly intended to teach racing and racetrack specific skills, and therefore qualifies for this exception under those rules.
While the debate about the specific legal subtleties of the language is academically interesting, it's also now irrelevant to at least the two trackday schools mentioned and the CMRA, because they are either clearly covered by the exemption or already in compliance through contract with the state.
Thanks to work on behalf of Brandt, Peyton, and the trackday schools, a comprehensive solution is in place that works for everyone, IMHO.
