Gentlemen, you're missing the point.
That statement written was, "The bike may have stock bodywork but it does not have properly working blinkers, head light, tail light or brake light."
So, reading that statement, with no gray-area, is that the these items are "working properly", the headlights and brake lights illuminate, the turn signals flash, the items just may not be 'visible', since they are covered up with tape!
The purpose of those items being covered up with tape, as was informed to me, was to make it easier for recovery of broken material, and to alleviate the distraction/visibility to other riders.
Taping up these items had nothing to do with keeping them from 'working properly'. If that is the goal, than it should be mandatory for all track day riding participants to pull fuses or connection plugs.
If you read it 'differently', than that's your issue.

Taped up lights are not street legal and would not pass state inspection but thank you for arguing with me again, again, and again. Your response was not surprising to me.
