4.1.13 Fluid containing lowers are NOT required but may be if riding up i.e. riding mini in CCS sanctioned classes.

it's exactly as the rule book states.
Belly pans are not required on mini's UNLESS they are riding in an official CCS class.
The CMRA specific classes are listed in the addendum of the CCS rulebook.
Belly pans are currently required on Motard, Vintage, and Classic.
